POSITION SUMMARY
Ensures the timely procurement of the lands, rights-of-way and easements associated with Hoosier Energy’s power delivery facilities, with emphasis on economy and public relations, as well as compatibility with existing or planned facilities. Responds to damage claims or complaints of property owners in order to reach an equitable resolution.
DUTIES AND RESPONSIBILITIES
- Responsible for the procurement of land and land rights to include property purchase, rights-of-way, and easements associated with Hoosier Energy’s power delivery facilities.
- Responds to property owners’ complaints or damage claims caused by construction or maintenance requirements. Represents Hoosier Energy in working closely and cooperatively with property owners, with the delegated authority to plan, negotiate, and decide certain matters. Assures the procurement of final settlements from both the construction contractors and the property owners involved with Hoosier Energy’s power delivery construction projects.
- Performs comprehensive research of deed records and provide any other appropriate detail and associated supporting documentation. Endorses any partial or final payments involving land acquisitions or damage claims. Maintains complete historical records of all land transactions and right-of-way files, including line lists, restriction lists, payment schedules and property owner files.
- Collaborates in the selection of transmission line routes and substation sites. Ensures that lands and land rights are obtained that will enable transmission lines, substations, and other power delivery facilities to be constructed within the schedule.
- Keeps abreast of land acquisition techniques and technologies, and to make suggestions to the department manager about any policies, practices or procedures that will facilitate work efficiencies or cost improvements.
- Responds to requests for information or action related to railroad crossings and permits, pole attachments, right-of-way encroachments, temporary and permanent easements, lay-down areas and under-build.
- Maintains documentation and licensing related to Hoosier interests or rights on federally-or state-owned land.
- Negotiates, secures and documents easements and rights related to application of herbicides for vegetation management.
- Performs other duties as assigned.
JOB SPECIFICATIONS
Education:
- Bachelor’s degree in any applicable area is desired.
- Minimum high school diploma or its equivalent is acceptable. Additional coursework in real estate and property appraisal is important.
Experience:
- 5 years minimum of public utility right-of-way and land acquisition experience is preferred.
Skills and Abilities:
- Strong written and oral communication skills
- Ability to communicate with individuals at all levels and work as part of a team
- Ability to manage multiple projects with varying scopes and timelines
- Demonstrated level of professionalism and positive attitude
- Ability to exercise flexibility to work effectively in a changing environment
- Strong problem solving and decision making skills to identify, anticipate and resolve problems at hand
- Real estate and property appraisal; contract administration; state and federal laws and regulations regarding lands and waterways; highly skilled in negotiation and planning.
This full time position is temporary and is expected to potentially have a duration of approximately one year or more. The incumbent will be employed through Express Employment.
